Mit nur sieben Jahren wird Hee-ju zur Waise, als ihr Vater einem brutalen Polizistenmord zum Opfer fällt. Er war dem Serienkiller Ki-bum auf der Spur. Dieser wird zwar gefasst, kann jedoch nur für den Mord an seiner Freundin verurteilt werden. 15 Jahre später wird Ki-bum aus dem Gefängnis entlassen und sogleich heftet sich Inspector Dae-young an seine Fersen, um ihn endgültig zur Strecke zu bringen. Getrieben von Rache, nimmt auch die inzwischen erwachsene Hee-ju die Verfolgung des Killers auf. Plötzlich geschehen weitere grausame Morde, die den damaligen Taten ähneln. Doch der verschlagene Ki-Bum scheint ein sicheres Alibi zu haben...
