In fulfilling its tasks, the state is increasingly making use of the assistance of civil society actors in order to be able to cope with the growing range of liabilities. The thesis asks which requirements the state lays down on private actors in this transfer of tasks. Starting from the professional civil servant as a standard of comparison, the work examines the coherence of these requirements in different areas with the help of a catalogue of different criteria.
