Im Jahr 1946, nach Japans Kapitulation, entdeckt die australische Armee auf der indonesischen Insel Ambon ein Massengrab mit über 300 ermordeten Soldaten. Captain Robert Cooper wird beauftragt, die japanischen Offiziere des ehemaligen Kriegsgefangenenlagers vor Gericht zu stellen. Der Hauptangeklagte, Vizeadmiral Baron Takahashi, beteuert seine Unschuld und behauptet, nichts von den Hinrichtungen gewusst zu haben. Während des Prozesses stößt Cooper auf politische Spannungen, insbesondere da Takahashi von amerikanischer Seite geschützt wird. Die Ermittlungen werden durch mangelnde Beweise und widersprüchliche Zeugenaussagen erschwert, was die Suche nach Gerechtigkeit kompliziert.
